Follow these steps to configure the APN.
1. Go to Settings – Cellular.
2. Tap on Cellular Data Network.
3. Under CELLULAR DATA, enter the APN (The APN entered here depends on the carrier, China Unicom APN is 3gnet or UNIM2M.GZM2MAPN, China Mobile APN is cmnet or cmiot, China Telecom APN is ctnet.).
4. Enter APN under PERSONAL HOTSPOT.
5. Return to Settings you should be able to see Personal Hotspot.
